Prostesters blocked access to the Washington State Convention and Trade Center and the Paramount Theatre (the venue for the opening ceremonies which were cancelled) with human chains. These Protesters are holding their place at Pike and Boren on Tuesday, 11-30-1999.
Note the riot gear on the police behind them. An hour before, two blocks to the east (out of frame to the right), the first tear gas of the week was fired into a crowd of peaceful demonstrators. The tear gas was 'deployed' before the window breaking began and before the "Civil Emergency" and "No Protest Zone" were declared. The justification given was that the demonstrators refused to clear the intersection (so the WTO delegates could get from their hotels to the opening ceremonies at the Paramount Theatre.) The tear gas failed to clear the intersections but instead strengthened the crowd's resolve. The WTO ministerial meeting's opening ceremonies were cancelled.
